Utah Motorcycle Licensing Requirements

Utah provides three paths for obtaining a motorcycle license.

Surrendering a Valid Out-of-State Motorcycle License

If you have a valid driver’s license with a motorcycle endorsement from a state other than Utah, you can surrender your old license and obtain a Utah driver’s license with a motorcycle endorsement. You must prove that you reside in Utah and pay an application fee.

However, all driver’s license and motorcycle license applicants are required to pass a knowledge test for each license class. Thus, you should expect to take the driver’s knowledge test and motorcycle operator’s knowledge test during your in-person appointment. 

The state will not require you to take the road test in a car or on a motorcycle.

Taking the Motorcycle Safety Course

First-time applicants must obtain a learner’s permit. They then have two options. They can take an approved motorcycle safety course using the learner’s permit they obtained. The course must follow the Motorcycle Safety Foundation’s syllabus, including coverage of the following topics:

  • Accelerating and braking
  • Shifting gears
  • Cornering
  • Conducting emergency maneuvers
  • Understanding the parts of a motorcycle

The course includes both classroom and hands-on instruction. Students take a written test at the end of the classroom unit and a road test at the end of the hands-on unit. They must pass both to complete the course.

Applicants must take their certificate of completion to a driver’s license office within six months after the course ends. Applicants who choose the motorcycle safety course must take the written exam, but will not take the road exam.

Taking the Road Test

First-time applicants can skip the motorcycle safety course and take the road test instead. Again, the applicants can use their learner’s permit to practice for the test. If the applicant passes the knowledge and road exams, the state will issue a motorcycle endorsement.

Liability for Motorcycle Accidents Involving Unlicensed Riders

Although Utah uses no-fault insurance for automobiles, this system does not apply to motorcycle owners and operators. Their risks are much higher than automobile drivers, and, thus, the no-fault system would be prohibitively expensive for riders.

Thus, a motorcycle operator or passenger injured in a crash has only one option for seeking compensation after a collision. They must pursue a liability claim against the at-fault driver whose negligence caused their injuries.

Merely riding without a license does not necessarily constitute negligence if the rider operated safely and observed all traffic laws. Thus, unlicensed motorcyclists still have the right to seek injury compensation if they have evidence that the other driver’s negligence was to blame for the crash.
