			<content:encoded><![CDATA[<p>It doesn’t happen often, but when it does it always makes the news.</p>
<p>Last week a UT freshman was hit by a Cap Metro bus that ran a red light on Guadalupe St. Fortunately, the student escaped from the incident relatively uninjured. He was taken to St. David’s hospital near the UT campus, treated for minor wounds and released the same day. The driver was given a citation for running a red light.</p>
<p>Other bus accidents this year haven’t ended so fortunately. On January 30, 53 year-old Amanda Dewey was struck while she was in a crosswalk. According to the Austin Police Department, both Dewey and the bus had a green light, through the Dewey had the right-of-way. The bus, which turned left into Dewey, was pinned on top of her for 25 minutes. She died over a week later on February 8 due to her injuries. At the time this was the only instance in which a pedestrian had been killed by a Cap Metro bus.</p>
<p>However, only a few months later 22 year-old UT student Andy Wang was crushed by a Cap Metro bus after stumbling in front of the vehicle.  Andy Wang rode the bus home from downtown that night with a friend. According to witnesses, he was highly intoxicated and had trouble walking. Upon exiting the bus, he stumbled back off the curb and fell in front of the bus. The driver, unaware of the incident, drove over Wang and killed him instantly. According to reports, the driver will not be charged with any criminal misconduct.</p>

			<content:encoded><![CDATA[<p>Fiesta, an annual 11-day festival in San Antonio, is usually a dangerous time in terms of drunk drivers. Luckily, when Fiesta concluded on April 29, no DWI-related fatalities had been reported.</p>
<p>Over the 11 days of the festival, San Antonio police arrested 373 individuals for driving while intoxicated. Bexar County already has a 24-7 no-refusal policy in place. The Texas Department of Transportation approved funding to bring in more officers for the duration of Fiesta, which likely contributed to the significant increase in DWIs from years past. TxDOT also sold $20 cab vouchers to festival-goers who didn’t have a designated driver.</p>
<p>This year, Fiesta San Antonio brought almost 700,000 people to San Antonio. Because of the success of this year’s and last year’s initiatives, it is likely that the city will continue to enforce aggressive DWI policies and reach out to anti-drunk driving community partners in years to come. </p>

			<content:encoded><![CDATA[<p>A pedestrian died and another was injured who were hit by a car while walking on the hike and bike trail along Lady Bird Lake in Austin. The 81-year-old man died at the hospital overnight; the 42-year-old woman has broken bones.</p>
<p>21-year-old Joseph Rosales was driving a 1995 Hyundai Accent east on Cesar Chavez near the North Lamar Boulevard bridge after 5 p.m. when he lost control of his vehicle. His car jumped the curb, went into the hike-and-bike trail, hit a sign and then the two pedestrians. The police stated the pedestrians didn’t know each other.</p>
<p>Rosales has been charged with felony manslaughter and failure to stop and render aid, officials said. He was booked into the Travis County Jail shortly after 1 a.m. last night. Police are still investigating to determine why he ran into the sidewalk area.</p>
<p>In 2011, auto-pedestrian deaths rose by 83 percent in Austin, with 21 fatalities, according to the Austin American-Statesman. Pedestrian accidents are common in cities like Austin, but they shouldn’t be.</p>

Pedicab operations have grown in popularity in recent years, and Austin is now home to over 300 pedicab drivers. Due to the increase in pedicab use, the Austin City Council recently passed an ordinance regulating the transportation system’s safety.</p>
<p>The ordinance placed several restrictions on pedicab operation, requiring that the bicycles stay within a certain area and off state-maintained roads. Additionally, drivers must attach lights to their bikes, have working brakes, have proper insurance, and display a pedicab operator’s license. Lastly, the city voted to not approve any new pedicab permits for the next six months and may later place a cap on the number of pedicabs in the city.</p>
<p>As Austin continues to expand, alternate transportation options like pedicabs become more viable, as well as biking and walking. 			<content:encoded><![CDATA[<p>San Marcos resident and repeat drunk driving offender Stephanie Beth Cerda has been arrested and is in jail after driving down I-35 the wrong way under the influence of alcohol and possibly other drugs. The 26-year-old University of Texas at San Antonio student is currently facing multiple alcohol-related charges, including intoxication assault, a felony.</p>
<p>In April 2010, Cerda was involved in a head-on collision with a fellow UTSA student, Gerardo Razo. He collected $2.7 million in damages after breaking both arms and both legs in the crash.</p>
<p>Previous to the most recent arrest, Cerda used lotion to take off her ankle monitor. She had been at a drug and alcohol rehabilitation center after she was released from jail for her initial arrest. Although her lawyer claimed that the monitor was simply malfunctioning, she was required to return to jail without bail until her court date.</p>

			<content:encoded><![CDATA[<p>Carol Williamson Harris, 69, of Tuleta, and Margaret Lou Hensley, 59, of Karnes City, were both tragically killed on Wednesday after their car was hit by an 18-wheeler in Karnes County.</p>
<p>The women were riding with John Ray Harris of Tuleta, and Gary Duskin, 69, of Karnes City. They were in a 2007 Toyota Avalon driving from Victoria on Highway 239 in Karnes County when they were stopped by a flagger in a construction zone.</p>
<p>Then suddenly the 18-wheeler slammed into them from behind.</p>
<p>Duskin and John Ray Harris were seriously injured with neck and back injuries and transferred to the hospital. The women died on the scene.</p>
<p>The driver of the truck, Dan Tucker, 59, of Runge, was hauling a load of seeds for Tri C Ventures. He will probably be cited for failure to control speed. The District Attorney will decide if criminal charges will be filed against him.</p>
<p>Signs were posted to tell drivers about the work zone. One in three work zone accidents occur because of a rear-end collision. In 2011, 81,103 crashes involved distracted driving and 361 were fatal, according to TxDOT statistics.</p>

			<content:encoded><![CDATA[<p>A man from Arkansas is suing Montgomery County for damages after a flash flood on a camping ground led to the death of his wife and three-year-old child. Adam Jez claims that the Forest Service failed to provide campers with adequate warning about the flooding.</p>
<p>The flood occurred in 2010 in Montgomery, Texas at the Albert Pike Campground, which has since been closed. The area has been known to flood rapidly, and that night a thunderstorm raised the depth of the water by seven feet in only a few hours. Adam and his family, who were sleeping in a camper, woke up at 2:30 a.m. to find water carrying away their trailer.</p>
<p>After the deadly flood, the Forest Service investigated the area and claimed that the campground should never have been opened due to the dangerous conditions. Additionally, the park’s lack of emergency communication prevented rescuers from reporting to the campground when the flooding began.</p>

			<content:encoded><![CDATA[<p>New technology may make it easier for officers to perform a breathalyzer test, and Nueces County probation officers have already begun using it. A higher-quality portable breathalyzer has been on the market for only a month, and several police departments have purchased them.</p>
<p>Nueces County’s police department, located in Corpus Christi, is using the portable breathalyzers for DWI offenders’ probation cases. The offenders are given the breathalyzer to keep with them, and must submit to a breathalyzer test whenever they receive a text message from their probation officer.</p>
<p>The device also takes a picture of the individual taking the test to guarantee that the individual hasn’t passed it off to someone else. Furthermore, the breathalyzer uses GPS technology to notify the officer of the individual’s location.</p>
<p>The new devices are fairly cost-competitive with traditional breathalyzers: about $80 more per month for each one. Thus far, the Austin Police Department has not yet revealed plans to purchase any of these new breathalyzers.</p>

<p>A family in College Station is currently dealing with the unfortunate ramifications of a pet owner’s irresponsibility. On Tuesday, April 3, their young boy was attacked by a large brown dog while walking down the street. The dog scratched and bit the child repeatedly before running away. Witnesses saw two men in a red car retrieve the dog and drive away.</p>
<p>The College Station police department and Animal Control are currently attempting to find the dog in order to rule out rabies, but situation will remain difficult and complicated until the owners of the dog come forward.</p>
